The problem: Questions remain unanswered in large part because people do not know how to formulate questions properly or they are unable to identify the parties who could answer them.

This is only a preliminary, rough sketch of the concept. The goal is to empower people to express themselves in a way that enables others to come to their aid with answers to questions.
There's a lot more to it than that, but that's the basic idea. What do you think?
